Iowa: Iowa City correspondent Ryan J. Foley reviewed state documents and found that Republican Gov. Terry Branstad had made Iowa one of the most difficult states in the nation for felons to vote after completing their prison sentences. Because of a change ordered by Branstad, less than a dozen of the 8,000 felons who finished their sentences have been given the OK to cast ballots.
