Kentucky: Roger Alford used the Kentucky Open Records Act to obtain travel records for state employees and found that while the state was tightening its belt during the Great Recession, the wildlife commissioner racked up $71,000 in out-of-state travel, outspending even the governor's chief industrial recruiter.
