                                NEWS AWARDS CONTEST

The annual Pennsylvania Associated Press Broadcasters Association news awards contest recognizes Associated Press member radio and television stations and their personnel performing a public service through distinguished reporting.

The current contest is for material aired during the calendar year 2007 – January 1st through December 31st.

All entries must be shipped by midnight, Wednesday, January 16th, 2008.

The entry blank is included as an attachment in Microsoft Word format in this e-mail. Please fill out and print one copy for each entry. This will assure accuracy in the awards and wire copy.

 NEW CATEGORY: Editorial

For quality in editorial comment. An editorial or series of editorials on the same subject may be entered. Stations should submit an explanation of one page or less, telling the resultant action caused by the editorial. (Note: For this category only, there will be no market differentiation. All radio editorials will be judged together, regardless of market size, and all television editorials will be judged together, again without regard to market size.

(2 entries permitted, 10 minute maximum each)

Any explanatory copy you might send accompanying the entries should not exceed one page or 250 words.

The entry fee for each submission from a radio station is $25. For television stations, the fee per entry is $30. The form for the entry fees is also included as an attachment to this e-mail.

Winners will be announced and awards presented at the awards banquet at the annual PAPBA convention at the Pittsburgh Marriott City Center in Pittsburgh, on Saturday, April 5, 2008.

CATEGORIES

         PROFESSIONAL CATEGORIES:

With the exception of News Photography, Sports Photography, Weathercast and Radio Sound, both radio and television stations are eligible to compete in the following categories:

Enterprise/Individual Reporting – For a workup story with the most impact on the station's coverage area. The intention is to reward individual or team enterprise in digging up a story that would not have been told without the effort. The award will be made to individual(s) and station(s). (Two entries permitted; 10 minutes maximum each entry.)

Spot News – For quality in reporting a spot news story. The entry must have been broadcast within 24 hours of the event. (Two entries permitted; 10 minutes maximum each entry.)

Regularly Scheduled Newscast – For the best single newscast, based on news judgment, writing, editing, use of material and delivery. Stations may submit one entry from any one of the following four dates:  

  #1 - Tuesday, February 27, 2007
  #2 - Wednesday, June 20, 2007
  #3 - Tuesday, September 11, 2007
  #4 - Wednesday, November 7, 2007

 The dates were selected by the Associated Press broadcast editor and stations were notified by a series of wire advisories on those days. (60 minute maximum; remove commercials)

Series – For a series of individual reports pertaining to one topic. (Two entries permitted; 30 minutes maximum each entry; remove commercials.)

News Documentary – For a long-form, in-depth examination of a single topic presented as a single, self-contained, stand-alone program. (One entry permitted; 60 minutes maximum; remove commercials.)

Continuing Coverage – For coverage of a single news story over an extended period of time. (Two entries permitted; 30 minutes maximum; remove commercials.)

Public Affairs – For an imaginative and thoughtful program or series on some facet of community life. (Two entries permitted; 30 minutes maximum each entry. Remove commercials.)

Feature – For excellence in special news or feature material contained within a regularly scheduled newscast. (Two entries permitted; 10 minutes maximum each entry.)

Editorial – For quality in editorial comment. A single editorial or a series of editorials on the same subject may be entered. Stations should submit an explanation of one page or less, telling the resultant action caused by the editorial. (Note: For this category only, there will be no market differentiation. All radio editorials will be judged together, regardless of market size, and all television editorials will be judged together, again without regard to market size. (One entry permitted; 10 minutes maximum.)

Radio Sound – For best use of sound to tell a radio news story. Entries should demonstrate outstanding use of "natural" or "wild" audio, scripted material and production techniques. Entries may be excerpts to fit time limitations. (Two entries permitted; 10 minutes maximum each entry.)

Sportscast – For the best single sportscast, based on sports judgment, writing, editing, use of material and delivery. (One entry permitted; 15 minutes maximum.)

Sports Play-by-Play – For the best play-by-play coverage of sports events. Entries may contain: (1) play-by-play excerpts, (2) part of a pre-game show, (3) part of a halftime report, (4) part of a post-game show, or (5) any combination of elements (1) through (4). There is no limit on the number or types of sports events covered, but the total length of the tape must be no longer than 20 minutes, and no single example (e.g., coverage of a basketball game) may be more than five minutes in length. (One entry permitted; 20 minutes maximum.)

Sports Feature – For excellence in special sports or feature material contained within a regularly scheduled sportscast. (Two entries permitted; 10 minutes maximum each entry.)

News Photography – For excellence in television news photography. Judges will consider the "eye" of the photographer, not necessarily the subject matter. (Two entries permitted; 10 minutes maximum each entry.)

Sports Photography – For excellence in television sports photography. Judges will consider the "eye" of the photographer, not necessarily the subject matter. (Two entries permitted; 10 minutes maximum each entry.)

Best Regularly Scheduled Weathercast – For the best regularly scheduled weathercast, based on presentation, clarity, use of material and delivery. (Two entries permitted; 10 minutes maximum each entry.)

Best Regularly Scheduled News or Sports Talk Program – For the best local news or sports talk or interview program, based on relevance of subject matter, focus of the host or hosts, involvement of audience and overall appeal. Two entries are permitted from each station (60 minutes maximum, commercials removed) from any of the same four "hit" days selected by the Pennsylvania Associated Press each year.

Joe Snyder Award For Outstanding News Service – For the most complete general news service during the year among professional stations competing in each market size. The judges will choose the winner from among those stations entering the contest. The award is intended to emphasize the product delivered, not the station's physical facilities or number of staff members. (This is not a category which can be entered. The judges will make the selection based on the quality of all entries submitted by the station in the categories above.)

                       STUDENT CATEGORIES:

Radio – For one student news story on any topic broadcast on any student or professional radio station in Pennsylvania during the 2007 calendar year.

The award is to recognize the individual's work, not the station's, and is not limited to PAPBA member stations. Judging will be conducted by the PAPBA board of directors and awards will be given at the board's discretion.

The student entry cannot be submitted in any of the professional categories in the PAPBA contest, although students are encouraged to submit other entries in those categories and thus compete on both levels.

    (One entry permitted; 15 minutes maximum.)

Television – For one student news story on any topic broadcast on any student or professional TV station in Pennsylvania during the 2007 calendar year.

JUDGING POLICY

Radio entries in the Pennsylvania Associated Press Broadcasters Association news awards contest are divided into three classes based on the population of the city of license as determined by the latest census.

        The markets are:

        (A) Philadelphia and Pittsburgh.
        (B) Other cities of license of 20,000 population and over.
        (C) Cities of license under 20,000 population.

Television entries in the Pennsylvania Associated Press Broadcasters Association news awards contest are divided into two classes based on the population of the city of license as determined by the latest census.

        The markets are:

        (A) Philadelphia and Allegheny counties.
        (B) All other counties in Pennsylvania

Regional networks and cable television systems are permitted to enter under their cities of license, subject to review by the PAPBA board of directors.

Stations in smaller markets may move their entries into higher classifications and compete against stations in a larger market. For example, a radio station in category "C" may submit an entry in category "B" rather than in "C". A station may not, however, move from a higher class to a lower one; e.g., from "B" to "C".

The judges will consider the size of the news staff as an element in evaluating entries, except where noted in the contest rules.

    Each station may submit two (2) entries in the following categories:

            * Enterprise/Individual Reporting –10 minutes maximum each
            * Spot News – 10 minute maximum each
            * Continuing Coverage – 30 minute maximum each
            * Public Affairs – 30 minute maximum each
            * Feature -- 10 minute maximum each entry
            * Editorial – 10 minute maximum each entry
            * Series – 30 minute maximum each entry
            * Radio Sound – 10 minute maximum each entry
            * Sports Feature – 10 minute maximum each entry
            * News Photography -- 10 minute maximum each entry
            * Sports Photography – 10 minute maximum each entry
           * Regularly Scheduled Weathercast -- 10 minute maximum each entry
           * News or Sports Talk Program – 60 minute maximum
 

    Each station may submit one (1) entry in the following categories:

            * News Documentary – 60 minute maximum
            * Sportscast – 15 minute maximum
            * Sports Play-By-Play – 20 minute maximum
            * Regularly Scheduled Newscast – 60 minute maximum

     Students may submit one (1) entry in the following categories:

            * Student Radio – 15 minute maximum
            * Student Television – 15 minute maximum

(Note students may also enter the professional categories, as long as the entries are not the same as the ones submitted in the student-only competition.)

 Important: Each entry must be on a separate tape or CD (for example, two cassettes for two features).

 

FORMATS

All TV entries to the PAPBA contest are to be submitted on new, high-quality VHS tapes or DVDs. The judges will disqualify any entries which they deem to be damaged, of poor quality or unplayable.

All radio entries must be submitted on a standard audio cassette tape or a standard audio compact disc.

 Entries -- both radio and TV -- are to be clearly marked with station's

         (1) Call letters
         (2) Station's city of license
         (3) Market size (e.g., Radio A)
         (4) Contest category (e.g., Newscast)
         (5) Title of entry

                             PACKAGING INSTRUCTIONS

Please follow this checklist when packaging your entries for the Pennsylvania AP Broadcasters Association news awards contest:

    (1) Record each entry on a separate cassette or CD (e.g., two tapes or CDs for two features). Do not combine entries on the same cassette or CD.

    (2) Label each cassette or CD clearly with (a) your station's call letters and (b) city, (c) the title of the entry, (d) the contest category, and (e) the market size.

   (3) Fill out a separate "Entry Form" for each entry. Make photocopies if you need more. Do not combine entries on the same form because your tapes may be divided among several judging panels.  

   (4) Put all your contest entries in one package. Do not ship entries separately; they may be lost.       

   (5) Please put all the "Entry Forms" together in the package so that we can easily make photocopies for the judges. Please do not staple pages together (it jams the photocopier), and do not wrap the forms around the tapes or put them inside the tape boxes (it slows down the photocopying on our end). 

DO NOT PUT ENTRY BLANKS INSIDE VIDEOTAPE BOXES  

DO NOT WRAP FORMS AROUND TAPES WITH RUBBER BANDS 

DO NOT STAPLE FORMS TOGETHER

 

 

 

    (6) Make one check or money order payable to "PAPBA". 

    (7) Make check or money order payable to "PAPBA News Awards Contest" and submit with the form below. (Note: Checks do not have to be received by the shipping deadline for the tapes.)
