Justice Department acts after AP highlights inmate stuck on federal death row

Legal affairs reporter Michael Tarm detailed how federal prison officials left a man on death row for years, even though a judge found him intellectually disabled and vacated his death sentence. After the story appeared, the Justice Department acted to move him. The story came about while Tarm was reporting on federal death row. He heard about the case of Bruce Webster, held in solitary confinement in a 12-by-7-foot cell, 23 hours a day. A judge ruled in 2019 that he could not be executed due to severe intellectual disability. But another judge refused to re-sentence him, leaving him in limbo. Just two weeks after the initial story ran, the Justice Department moved Webster, taking him off death row and moving him to a lower security prison.
