Immigration reporter Ryan Foley reported exclusively that U.S. Immigration and Customs Enforcement plans to equip officers with gloves that can deliver painful electric shocks to people considered non-compliant.
Foley found a terse award notice on a rarely visited page of the Homeland Security Department and immediately recognized that ICE’s plan for a “conductive distraction and de-escalation device” was a big story. His “AP Exclusive” included context from law enforcement experts and reaction from civil rights advocates. It also had video of a product demonstration, for which Foley secured copyright approval, and a video he took of himself to explain his findings. Reaction from the White House and Congress was swift, which Foley captured in follow-up stories, including one with Dylan Lovan with a product demonstration by a Kentucky jailer.
The exclusive follows a string of scoops by Foley holding ICE accountable as it embarks on a massive hiring spree and draws attention for increasingly confrontational – even fatal – tactics when carrying out U.S. President Donald Trump’s agenda for mass deportation.
