The Congressional Black Caucus Institute is launching a multimillion-dollar campaign to engage lower-propensity voters in key districts before the midterm elections. The "SO VOTE" campaign aims to register and mobilize voters in majority-Black, rural, and young communities across the South, Midwest, and West.
